block: add BIG FAT WARNING to CONFIG_DEBUG_BLOCK_EXT_DEVT
CONFIG_DEBUG_BLOCK_EXT_DEVT can break booting even on some modern
distros. Add BIG FAT WARNING to keep people at a safe distance.
