Based upon a report from Randy Dunlap.
The compat netdev ops assignments need to happen in
8390.c and 8390p.c, not lib8390.c, as only the type
specific code can assign the correct function pointers.

Fix the defactoring of ei_XXX functions in 8390 and 8390p.
Remove the tx_timeout hack since no driver including the 3c503
overrides tx_timeout at this time, looks like a legacy thing.
Also, since several drivers all have same hooks, provide common
netdev_ops.

Only a few ISA controllers need the pausing version of the 8390 core
while PCMCIA, later ISA and PCI do not. More importantly the ISA delays
can break non ISA boxes so we must use a different build of 8390.c for
the two sets of controllers.
No changes since last time as all the points of concerns raised proved to
be invalid
