Place the s5h1411 into low power mode until first use (to handle the case where the user plugs in the device and then doesn't use it for a while). The first em28xx were based on i2c IR's. However, some newer designs are coming with a polling-based IR. Those are done by reading a register set at em28xx. This patch adds core polling support for those devices. Later patches will add support for some device-specific IR's. Empia switched to a 16-bit addressable eeprom in newer devices. While we could certainly write a routine to read the eeprom, there is nothing of use in there that cannot be accessed through registers, and there is the risk that we could corrupt the eeprom (since a 16-bit read call is interpreted as a write call by 8-bit eeproms). The UVC specification does not require frame descriptors to be sorted by bFrameIndex. At least one camera (145f:013e) is known not to sort the descriptors properly, so they need to be sorted during parsing as the driver then accesses them by index.
