This follows the sparc changes a439fe51a1f8eb087c22dd24d69cebae4a3addac.
Most of the moving about was done with Sam's directions at:

[rebased for sched-devel/latest]
- Add a new cpuset file, having levels:
sched_relax_domain_level
- Modify partition_sched_domains() and build_sched_domains()
to take attributes parameter passed from cpuset.
- Fill newidle_idx for node domains which currently unused but
might be required if sched_relax_domain_level become higher.
- We can change the default level by boot option 'relax_domain_level='.

This adds basic support for multiple nodes on SH machines.
This is primarily useful for boards with many different
memory blocks that are otherwise unused (SH7722/SH7785 URAM
and so forth).

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
