Compiled tested x86 allyesconfig only
Added a > 80 column line or two, which I ignored.
Existing checkpatch plaints willfully, cheerfully ignored.

Completion or congestion notifications were not being checked
if the socket went to sleep. This patch fixes that.

Upon receiving a datagram from the transport, RDS parses the
headers and potentially queues an ACK.
