This patch simplifies TIPC's Ethernet receive routine to take
advantage of information already present in each incoming sk_buff
indicating whether the packet was explicitly sent to the interface,
has been broadcast to all interfaces, or was picked up because the
interface is in promiscous mode.
This new approach also fixes the problem of TIPC accepting unwanted
traffic through UML's multicast-based Ethernet interfaces (which
deliver traffic in a promiscuous manner even if the interface is
not configured to be promiscuous).

Cleanup of dev_base list use, with the aim to simplify making device
list per-namespace. In almost every occasion, use of dev_base variable
and dev->next pointer could be easily replaced by for_each_netdev
loop. A few most complicated places were converted to using
first_netdev()/next_netdev().

For the common, open coded 'skb->nh.raw = skb->data' operation, so that we can
later turn skb->nh.raw into a offset, reducing the size of struct sk_buff in
64bit land while possibly keeping it as a pointer on 32bit.
This one touches just the most simple case, next will handle the slightly more
"complex" cases.

For the places where we need a pointer to the mac header, it is still legal to
touch skb->mac.raw directly if just adding to, subtracting from or setting it
to another layer header.
This one also converts some more cases to skb_reset_mac_header() that my
regex missed as it had no spaces before nor after '=', ugh.

This fix prevents a bearer from being enabled using the wrong interface.
For example, specifying "eth:eth14" might enable "eth:eth1" by mistake.

Tried to run the new tipc stack through sparse.
Following patch fixes all cases where 0 was used
as replacement of NULL.
Use NULL to document this is a pointer and to silence sparse.
This brough sparse warning count down with 127 to 24 warnings.

Added macros for min/default/max link priority in tipc_config.h.
Also renamed TIPC_NUM_LINK_PRI to TIPC_MEDIA_LINK_PRI since that
is a more accurate description of what it is used for.
