[PATCH] kill #ifndef HAVE_ARCH_GET_SIGNAL_TO_DELIVER in signal.c
Now that no architectures defines HAVE_ARCH_GET_SIGNAL_TO_DELIVER anymore
this can go away. It was a transitional hack only.
