Avoid writing Millepede records with incomplete sets of local gradients
CrystFEL is OK with these, because it adds a gentle restraint to the
matrix equation so that parameters don't get updated if the data doesn't
say anything about them. However, Millepede is very much not OK with
such data, so we need to filter them out.
